Reactions of the international community following the publication of the final results of the first round of presidential and legislative elections in Haiti, held November 28, 2010...



UN:
Through the voice of his spokesman, the Secretary General Mr. Ban Ki-moon, welcomes the announcement today by the Provisional Electoral Council of the final results of the first round of presidential and legislative elections in Haiti. The Secretary-General encourages all actors to take advantage of this opportunity to move forward with the electoral process. After a year marked by the devastating earthquake of 12 January 2010 and the ongoing cholera epidemic, it is of paramount importance for Haiti to have a new democratically elected Government to continue to tackle the pressing issues of recovery, reconstruction and the fight against cholera.

United States:
The United States Embassy in Haiti, has declared "The Haitian Conseil Electoral Provisoire (CEP)’s announcement of the final results of the November 28 elections this morning is an important milestone in this electoral process. The United States stands ready to assist the Government of Haiti and the CEP in the next round of elections to promote a free and fair electoral process and reduce the level of fraud and irregularities that affected the first round. As Haiti moves forward with the second round of elections, it is essential that all political actors, including candidates and their supporters, continue to work peacefully and within the law. The United States stands with the people of Haiti as they work to rebuild a more democratic, more prosperous, and more stable country."

Canada :
The Honourable Lawrence Cannon, Minister of Foreign Affairs stated that "Canada welcomes the announcement by Haiti's Provisional Electoral Council of the final results of the first round of presidential and legislative elections. These results are a positive step forward in the election of a credible, new government. Canada expects all parties to ensure the future integrity of the electoral process and to work together to build a national consensus for the reconstruction of the country at this important juncture. Canada reiterates its call for Haiti’s political leaders to fulfill their democratic obligations. They must work to ensure that the electoral process continues so that the transition to a new administration can be completed as soon as possible. In order to strengthen democracy in Haiti, it is imperative that the process and the results be credible and transparent.

The international community alone cannot rebuild Haiti. As Canada has consistently stated time and again, political stability can only be achieved by Haitians themselves through the democratic election of an efficient, honest and responsible government to lead the people through the next critical stage of recovery and reconstruction."

European Union :
The spokesperson of Catherine Ashton, High Representative of the Union for Foreign Affairs and Security Policy and Vice President of the Commission welcomes the announcement by the Provisional Electoral Council (CEP) of the final results of the first round of the presidential and legislative elections in Haiti. The HR calls on all political forces in Haiti to contribute responsibly to the electoral process so that the second round can be concluded in a manner fully respectful of the Constitution, the rule of law and of the will of the Haitian people. A peaceful and transparent democratic transition and political stability are prerequisites for the successful pursuit of Haiti's recovery and reconstruction. The European Union will continue to follow closely the situation in Haiti and will maintain its support to the electoral process and its assistance to the Haitian people.

France :
"The announcement by the Provisional Electoral Council of the final results of the first round of elections in Haiti is an important step that should allow the haitien institutions to lead the electoral process to its end, within the respect of the choices expressed by voters. Only democratic elections, which are respectful of the will of the Haitian people and held in a peaceful climate will allow to designate the new authorities that will have all the legitimacy necessary to carry out the reconstruction."
