Haiti - FLASH: More than $6 billion for the Ten-Year Education Plan (2020-2030)
Pierre Josué Agénor Cadet, the Minister of National Education chaired the official presentation session of the Ten-Year Education and Training Plan (PDEF, 2020-2030), a key public policy document for the education sector, a long process of consultation with all stakeholders.

For the development of this plan, the Ministry of Education had recourse to national and international experts, in particular from the International Institute for Educational Planning, who worked in support with the National Technical Committee, made up of representatives of the Ministry, the network of private schools, social partners, universities, technical and financial partners.

Summary of the main points of the PDEF 2020-2030 :
The document has three axes: Governance, Quality-Relevance and Access-Equity. These three axes are broken down through 10 priority programs and 33 sub-programs. The priorities set are of 4 types:

  • Transform the governance of the education system at all levels;
  • Provide an effective quality continuous education service accessible to all citizens;
  • Ensure that those leaving the system have acquired the skills and values ​​to contribute to the development of the Haitian State and to be productive, successful citizens both nationally and internationally;
  • To ensure that the most disadvantaged groups are the primary beneficiaries of state efforts in education.

The full implementation of the PDEF will require the mobilization of nearly 441 billion 835 million gourdes over 10 years (i.e. a little over 6 billion 136 million US dollars, (conversion based on 72 Gdes for one US dollar). Three-year plans will be drawn up in this perspective in order to achieve the expected results. The funds will come from the Public Treasury, the National Education Fund (diaspora) and technical and financial partners.

This amount will be used in the public and non-public sectors to :

  • The schooling of 100,000 children including 10,000 in the public sector;
  • The entrance of 150,000 to the University of which 75,000 are to the public;
  • Supervision of 20,000 young people in non-formal education centers, including 10,000 in the public sector.

Also during the decade 2020-2030, the Haitian State intends to create 75,000 seats in preschool, 250,000 places in basic public schools (1st and 2nd cycles), 105,000 places in the third cycle of fundamental, 27,000 in public secondary schools, 6,000 places in vocational training, 50,000 places in higher education and 4,000 seats in non-formal education.
