Haiti - Politic : A system of cohabitation is not possible in Haiti

Nearly four months after his inauguration, the President Martelly has still not managed to establish a government after the rejection on two occasions of a Prime Minister designate. A month after the rejection of Me Barnard Gousse, the designation of a new candidate for Prime Minister's Office always remains suspended to the ongoing negotiations between the presidential camp and the various political blocs in Parliament.

Jean-Max Bellerive calls upon the international community to be patient and to understand Haiti "The Democracy in Haiti is under construction. Here we are working without a net, every day we must invent our democracy"

According to Jean-Max Bellerive, the cohabitation between a president and a parliament controlled by the opposition is not conceivable in Haiti "the cohabitation is a system too sophisticated for Haiti [...] this system corresponds to countries that already have organized and strong political parties [...] the President Martelly, is arrived to the head of the country without political support in Parliament, it is necessary to have a dialogue with the parliamentary groups [...] It is difficult to act with coherence and to prepare the future, because there is a coordination problem with the new presidency. We had only two Councils of Ministers for four months..."
