Haiti - Economy : Approval of Finance Bill 2012-2013 by consensus ? 30/09/2012 11:00:31
Marie Carmelle Jean Marie, the Minister of Economy and Finance has indicated that early this week, before the departure of President Martelly to New York, an agreement was found between the Presidency and the Economy and Finance Commissions of both Houses. This compromise, that takes into account certain amendments of both Houses, prevents the continuation of the 2011-2012 budget and should allow the publication of the Finance Act 2012-2013, in the official newspaper "Le Moniteur" and to the government, unless twist of last minute, to respect the Constitution by adopting the budget before the start of the new fiscal year, which begins on Monday, October 1st. Antoine Rodon Bien-aimé, the President of the Economy and Finance Commission of the Lower House has confirmed that the government would publish this budget of consensus. However, the Deputy Dorgil Jusclaire, Co-President of the Commission finances of the Chamber of Deputies, disapproves this deal he describes as illegal. He stressed that the Haitian Constitution does not mention the approval of a budget of consensus, and call the Executive to convene a Exraordinary Assembly of Deputies, in order to proceed to the vote of budget 2012-2013.
