Haiti - Security : Cybersecurity, subject of a seminar of CONATEL
The National Council of Telecommunications (CONATEL), which works in concert with the European Union and the International Telecommunication Union (ITU) for the realization of HIPCAR Project (Enhancing Competitiveness in the Caribbean through the Harmonization of ICT Policies, Legislation and Regulatory Procedures), put an end yesterday Wednesday, to a 3-day seminar on the Transactions and electronic evidence ; Cybercrime and interception of electronic communications. Herve Jacquemin, international expert of the International Telecommunication Union (ITU) stated "We are here to provide expertise on what is happening in other countries, to bring together proposals to local experts of sector."

In his opening speech, Jean Marie Guillaume, Director General of conatel declared : "[...] As a reminder, the three-day workshop follow a first workshop on cyber security organized by CONATEL and the Organization of American States (OAS) on 30 and 31 October 2012. It was the pursuit of practical work of Conatel in order to make laws in the same logical that HIPCAR. The specific objectives of these 3 working days, which promises to be successful are : to inventory the texts of laws in force in the following areas :

  • Electronic Transactions and Electronic Evidence ;
  • The cybercrime ;
  • L’interception des communications électroniques.

Our objective is to analyze and harmonize existing laws with those of other countries in the region.

The task, as you see, is both noble and huge. It aligns with the ultimate objectives of the HIPCAR, articulated around four major goals :

  • The creation of a favorable environment for the development and the connectivity of Information Technology and Communication in the region,
  • The facilitation of the integration of markets,
  • The promotion of investment through the improvement of service capabilities related to Information Technology and Communication,
  • The improvement of the protection of the interests of consumers of Information Technology and Communication in the region.

These efforts to rationalize the management of technological progress is also reflected in the duty of regulator of telecommunications sector that is the Conatel, to properly manage the transfer and appropriation of these new technologies.

We must make of Information Technology a tool for institutional strengthening because these new technologies are the pillars supporting the modernization of institutions.

We must make of Information Technology a tool for the successful integration of Haiti into the global economy.

HIPCAR is a truly regional platform, whose every country in the Caribbean can use to prevent uncontrolled development of Information Technology and Communication (ICT).

Of this workshop will emanate the awareness of stakeholders on issues of digital legislation, the good harmonization of legal texts of the country on Information Technology and Communication with other Caribbean countries, the depth analysis and the perfect harmonization of the texts of laws in force and proposed.

Today, with the dialogue openned between the Conatel and all sectors concerned : public, private, regional and international, I have the firm belief that the train of Information Technology and Communication will reach its destination : a strong society of the information [...]"
