Haiti - Elections : Draft electoral law already challenged...
Wednesday, 24 hours after the tabling in Parliament of the draft electoral law, Me Jean Renel Sanon, the Minister of Justice, thanked the deputies for having invited him without delay and proceeded in the presence of 55 deputies convened in plenary, to the statement of reasons explaining this amended bill in the House of Representatives. The Minister stressed that the bill, corresponded to the provisions of the current Constitution and reiterated the request of President Martelly, that this bill "benefit of the emergency", in accordance with Article 119.1 of the Constitution.

Jean Tholbert Alexis, President of the Lower House took note of the official filing of the bill at the office of its Assembly and promised to transmit it quickly to the Commissions, which will be responsible for analysis. Regarding the demand for "the benefit of emergency" requested by the Head of State, the President Alexis said that it is to the Assembly of deputies to decides, while confirming nevertheless to have taken all provisions for this project to be voted soon.

Minister Sanon, welcomed that parliamentarians have understood the need to quickly vote on the electoral law in order to harmonize the constitutional and electoral time.

If for many, this deposit of the electoral law announced the defusing of the re-electoral crisis, several parliamentarians whose Moïse Jean Charles, Steven Benoit and Dieuseul Simon Desras already announcing difficulties, stressing having found unacceptable changes in the text...

The Deputy Arnel Bélizaire, quick to react, already asked his colleagues to see the inadmissibility of the document, because of these changes...

Moreover, outside of the Assizes of political parties, began Monday and which ended Wednesday, Dieuseul Simon Desras, President of the Senate, described the filing of the bill in Parliament by the Executive, of media show. "They did it the eve of a meeting of the Security Council of the UN on the situation in Haiti only to try to launch a political message [...]" saying skeptical about the willingness of the executive to carry out elections in Haiti...$
