Haiti - Elections : The Executive submitted the Electoral Bill to Parliament 28/08/2013 10:24:40 In the absence of Simon Dieuseul Desras, President of the National Assembly, and Jean Tholbert Alexis, President of the Lower House, both occupied by a 3-day meeting with the political parties of the opposition, it's the Deputy Gluck Théophile, the first secretary of the office of the Chamber of Deputies, which has received from the hands of the Minister of Justice, the text of the electoral law of the presidential delegation "In the absence of the President of the Chamber, Mr. Minister, I take note of your deposit. I want to believe, by this act, that a large step has been taken in the direction of democracy in Haiti." The Minister of Justice who pointed out that "The bill is necessarily what was submitted by the CTCEP" stated that in the correspondence addressed to the President of the Lower House, the Head of State had sought the benefit of emergency and said he expected in the best delay the invitation of parliamentarians for the explanatory of reasons of the draft electoral law. The Deputy Gluck Théophile assured that the legislation will be dealt with swiftly adding that the Presidency will receive before the end of the week, the response of the Assembly with regard to the date set for the Minister of Justice can do the statement of reasons concluding "the ball is now in our court as regards the organization of the upcoming elections." Joseph Lambert, stated that the text of electoral law was filed in perfect harmony with the amended Constitution, particularly taking into account th issues related to the 30% quota of women in the administration and the gap between the candidates to declare a winner in the first round. Furthermore he indicated that was the ratification of the current bill that would repeal the 2008 law currently in force. Moreover, it has categorically denied all the allegation that the President Martelly intends to declare null and void the Parliament on the second Monday of January 2014 if the election had not been made before that date. For its part Youri Latortue declared, "The ball is in the court of parliamentarians. Like any election law, the latter contains transitional itemsin order to harmonize the electoral cycle.
