Haiti - Elections : The CTCEP divided on the holding of elections this year...
While Emmanuel Menard, President of the Transitional College of the Permanent Electoral Council (CTCEP), Representative of the Executive Branch, has recently stated that "The elections will be held under the electoral law that is or will be in effect this year"; Léopold Berlanger, Advisor in CTCEP, Representative of the Judiciary, touring the North to evaluate the materials available in Communal Electoral Offices (BEC) and Departmental Electoral Offices (BED) declared that it could be "difficult to hold elections by the end of the year..."

The President of CTCEP says he is unable to provide a date, even approximately of next elections "As long as the electoral law was not passed, I can not advance a date. I need the legislation in hand to establish an electoral calendar."

Pending ratification of the draft electoral law, the electoral process continues, particularly in terms of logistics. Since the beginning of the week, four teams of two consultants are on tour in four departments to assess the inventory of various polling stations in order to better plan for the organization of the upcoming elections. Vote offices, some of which were revealed after visit, totally dysfunctional.
