Haiti - Economy : Fight against smuggling, bilateral agreement
The second day of negotiations between the Republic of Haiti and the Dominican Republic, which was held in Jimani, February 3, allowed the signing of six memoranda of understanding between the two nations, including a framework agreement of information exchange between the Superior councils of customs services of the two countries, through computerized systems Siga of the Siga of the « Dirección General de Aduanas" (DGA) and Sydonia of the "General Administration of Customs" (AGD).

This specific protocol intends, in particular, fight against smuggling, fraud and all kinds of illicit trafficking on the Haitian-Dominican border. To do this, the two governments agree to establish a Joint Committee to work for the implementation of this protocol.

The Committee's mandate is to develop a program of institutional capacity oriented towards the customs border control. This bilateral program also takes into account the technical and customs laws of both countries. One aspect of trilingual education (French, Spanish and Creole) for customs officers is also considered.

In addition to the establishment of the partnership between the two parties and the economic operators involved, the Committee will work towards the adoption of trade facilitation measures related to cross-border trade and strengthening the regulatory framework and that of the customs infrastructure, including an exchange information structure on the commercial traffic.

Recall that the Haitian government has already trained hundreds of customs surveillance agents in order to maintain a strict control at the entrances of country.

In conclusion, this Joint Committee merely confirms the commitment of the administration Martelly and of government Lamothe o end smuggling in perspective to fill the shortfall of more than 300 million U.S. dollars, recorded each year by the Haitian State.
