Haiti - Politic : Dialogue inter-Haitian, agreement reached but not yet signed...
Wednesday evening at El Rancho, after the second day of Phase II of the inter-Haitian dialogue, which began two weeks ago, under the mediation of the Episcopal Conference of Haiti (CEH), Cardinal Chibly Langlois announced that an agreement had been reached between the political parties and the executive. In summary, the agreement whose the official signing is scheduled for tomorrow, Friday, should allow the holding of elections in 2014 (two thirds of the Senate, members and local authorities) with a Provisional Electoral Council (CEP) to replace the Transitional College of the Permanent Electoral Council (CTCEP), with the possibility for each of the 3 powers to change one of their three representatives; a government of opening, with the participation of representatives of other parties in the current government team and the amendment of the constitution.

In order to amend the electoral law, made necessary by the change of CTCEP in CEP the modification of members and the elections combined, a Commission was formed, composed of four representatives of political parties, a representative of the Parliament, a representative of the executive and representative observers. The Commission will have 10 days to amend the lectoral law from the date of the final signature of the agreement.

Thursday, parliamentarians and the executive will meet to ratify the agreement, which must be formally signed tomorrow. In addition, Dieuseul Simon Desras, President of the Senate reported that the Office of the Upper House and the Head of State will also meet on Thursday around the list of judges of the Superior Court of Auditors and Administrative Disputes (CSC / CA) to make a final decision for publication in the official newspaper "Le Moniteur"

However, this agreement, especially about a government of opening, does not make the unanimity, several parties, including Fanmi Lavalas, the Fusion of Social Democrats, "Kontra pèp laé and "Lavni" who wanted a government of consensus (involving the departure of Prime Minister) disapprove the agreement.

Fanmi Lavalas, Fusion and "Kontra pèp la" have removed from the dialogue and left the Hotel El Rancho, when political parties were near of reaching an agreement with the Executive...
