Haiti - FLASH : PM demands explanations from Minister Aly on the transfer to USA of 7 foreigners
Following the "transfer" to the United States on Wednesday, February 20, https://www.haitilibre.com/en/news-26991-haiti-flash-the-7-foreign-oof-commandos-have-left-haiti-without-handcuffs-for-the-usa.html of 7 foreigners (5 Americans and 2 Serbs), heavily armed, arrested February 17 in Port-au-Prince https://www.haitilibre.com/en/news-26963-haiti-flash-a-mysterious-commando-of-heavily-armed-foreigners-arrested-in-port-au-prince.html ; the Prime Minister who had described these men as "mercenaries" and "terrorists" in an interview with CNN https://www.haitilibre.com/en/news-27001-haiti-flash-not-a-transfer-but-an-extraction-of-the-members-of-commando.html urged the Minister of Justice, Jean Roudy Aly, in a correspondence dated February 21, to quickly provide him a detailed report of all the steps as well as the documents that led to this decision of the "transfer" of these people to the United States, which he asserts, just like the Head of State not to have been made aware...

Letter from the Prime Minister :

"Port-au-Prince, February 21, 2019

Jean Roudy Aly
Minister of Justice and Public Security (MJSP)
In his offices-.

It is with great amazement that I learned that you allowed the relaxation followed by the transfer to the United States of seven (7) of the eight (8) individuals apprehended by the National Police of Haiti (PNH) on Sunday February 17, 2019.

Given that the weapons found in the possession of these individuals, under the conditions that we know, are seriously prejudicial to national security, among others, in my capacity as Chief of the Superior Council of the National Police (CSPN), I urge me to send a detailed report of all the steps and all the administrative documents with legal references that would have authorized you to make such a decision.

In anticipation of a follow-up to this request, please receive, Sir, my patriotic greetings.

Jean-Henry Ceant
Prime Minister "

Note that the day before (February 20), Minister Aly had sent a letter to Director Joany Canéus of the Central Directorate of Judicial Police (DCPJ) for the transfer to the United States of these 7 foreign citizens.

Letter from the Minister of Justice to the DCPJ :

"Mr. Director,

By the presence, I inform you that it has been authorized a procedure of transfer to the United States of America of citizens of American nationality and permanent residents in the United States, of which there are seven (7); this, to meet the charges of illegal transportation of firearms from the United States of America to the Haitian territory. [...]

Following are the names of the 7 persons concerned, forwarded on 20 February 2019 by the Regional Security Office of the Embassy of the United States of America in Haiti, Mr. Mario RETA (attached document as an attachment to this correspondence.

"Please take all necessary steps to facilitate this transfer procedure ..."

Cc: Mr. Paul Eronce Villard
Government Commissioner
Before the Court of First Instance of Port-au-Prince

Names of 7 people "transferred" to the USA :

Americans :
Heel R Burton;
Kent Leland Kroeker (former navy);
Christopher Mark MC Kinley (former Navy SEALS);
Christopher M. Osman (former Navy SEALS);
Dustin Daniel Porte.

Foreigners : (having US permanent residence)
Bajagic Danilo (Serbian)
Vlade Jankovic (Serbian)

Let's recall that after questioning in the United States no charge was brought against these people contrary to what Minister Aly said in his letter to the DCPJ where he says that these people are transferred to the United States "to meet the charges illegal transportation of firearms from the United States of America to the territory of Haiti"...
