It is with great amazement that I learned that you allowed the relaxation followed by the transfer to the United States of seven (7) of the eight (8) individuals apprehended by the National Police of Haiti (PNH) on Sunday February 17, 2019.

Given that the weapons found in the possession of these individuals, under the conditions that we know, are seriously prejudicial to national security, among others, in my capacity as Chief of the Superior Council of the National Police (CSPN), I urge me to send a detailed report of all the steps and all the administrative documents with legal references that would have authorized you to make such a decision.

Note that the day before (February 20), Minister Aly had sent a letter to Director Joany Canéus of the Central Directorate of Judicial Police (DCPJ) for the transfer to the United States of these 7 foreign citizens.

Letter from the Minister of Justice to the DCPJ :

"Mr. Director,

By the presence, I inform you that it has been authorized a procedure of transfer to the United States of America of citizens of American nationality and permanent residents in the United States, of which there are seven (7); this, to meet the charges of illegal transportation of firearms from the United States of America to the Haitian territory. [...]

Following are the names of the 7 persons concerned, forwarded on 20 February 2019 by the Regional Security Office of the Embassy of the United States of America in Haiti, Mr. Mario RETA (attached document as an attachment to this correspondence.

"Please take all necessary steps to facilitate this transfer procedure ..."
