According to Professor Auguste D'Meza, who spoke on behalf of Minister Nesmy Manigat, at the opening of this activity "[...] non-formal education which is taken into account at the highest level of the Ministry, must include all categories of society's neglected [...] those who have never had the opportunity to go to school and those who have dropped out of school for various reasons." We must constantly keep in view these teenagers whom we have erased from the list of beneficiaries of public services [...] The Ministry, understanding the importance of non-formal education, wanted provide this sub-sector, first, with a national policy, then with an action plan, but also with an inter-institutional commission." For her part, Sandra Jacques Michel Saint-Georges, Secretary of State for Literacy "[...] the weight of non-formal education in the fight for the development of the country, is not at all negligible [...] non-formal education is an essential instrument for placing the country on the path to social and economic progress. "Non-formal education is a priority of the Ten-Year Education and Training Plan (PDEF) 2020-2030, translated through two sub-programmes: education of children outside school, and education and adult literacy", underlined Bruno Maes, the UNICEF representative in Haiti, before drawing attention to the size of the project which is starting, for him, with this project. "PAGENF is a good opportunity for the entire school community to renew its commitment to literacy for all adults, especially young girls, to ensure quality education for children who have access to the formal system, in order to prevent them from dropping out, and support children outside the formal system through alternative education strategies." Jean Luc Tondreau, who spoke on behalf of UNESCO, renewed his plea for the consolidation of the non-formal education sub-sector. Renewing his faith, in particular, in the potential of Family Education Centres, Jean Luc Tondreau is among those who believe that taking charge of the non-formal education sub-sector will make a great contribution to improving living conditions of a good part of the Haitian population. The "Project to improve the governance of the non-formal education subsystem (PAGENF)" spans three years (2022-2025). It aims to provide the MENFP with norms, standards and tools that can facilitate the coordination and management of non-formal education policy. Its implementation will mobilize more than 2 million US dollars which comes from the Global Partnership for Education via the "Grant for the Implementation of the Sectoral Program of Education" (ESPIG) implemented by the World Bank within the framework of another larger project, the PROMESSE (Promoting a More Equitable, Sustainable and Safer Education).
