At a press conference, an official from the US State Department when asked about the low number of Haitian political or business figures sanctioned compared to Canada, explained that the standard of proof in the US was much stricter than that of other countries "[...] Any decision must be corroborated by evidence. Each country has its own legal rules, which can make it a bit confusing to keep track of what each country is doing [...] We need to bring more evidence to the table and corroborate that evidence."

Let's recall that so far only 5 personalities have been officially sanctioned (frozen assets and ban on entering the United States) and visa restrictions have affected nearly forty other people
