The Haitian government has engaged for three years (November 2012) reforms to the establishment of a new Public Service system and a modern Public Administration. As evidenced by the vision advocated in the State Reform Framework Programme (PCRE): "a future with an administration and a public service, modern, efficient, honest, impartial, at the service of citizens and the public interest, capable of winning the confidence of public servants and the population."

These reforms are entrusted, since 2012 to the Office of Management and Human Resources (OMRH), one of four strategic coordination bodies of the Government at ministerial vocation, responsible for guiding and supervising ministries and agencies in this long-term task.

According to OMRH "[...] the reforms that Haiti is conducting tend to develop the skills of public servants and strengthen the administration in its response capacity to develop public policies that attract investment and promote job creation. These building actions go through necessarily : the development and enhancement of human resources; the renovation of the legal and institutional framework of the State Central Administration; the deconcentration of state services and strengthening of capacity of delegations; accelerating the implementation of the decentralization process; improving working conditions and of public reception by modernizing the physical environment and material resources; the use of new information and communications technology to improve governance and relations with users."

Without intending to draw up a comprehensive balance sheet of the approach and concrete, measurable results already achieved since the launch of the institutional reengineering process, OMRH believes appropriate, three years later, to recall the formalized acts that have resulted inter alia :

• LThe establishment of a new remuneration system, efforts are still needed to standardize the social benefits;

• The revision of the classification system;

• L’introduction d'un système d'évaluation de la performance des fonctionnaires ;

• The recruitment of civil servants on competition and on merit;

• The establishment of a code of ethics for civil servants;

• The establishment an interministerial system of human resource management (SIGRH);

• The creation of an Administrative Information Centre (CRA) to bring citizens closer to government www.servicespublics.gouv.ht/ ;

• The design and development of several procedural manuals;

• The launch of the process for the establishment of a government electronic platform that facilitates decision making among state entities in real time and with the required level of safety;

• The revision or updating of organic laws of several ministries and agencies;

• The census of public officials conducted in 2014 (the last census dates back to 1996);

• The adoption of a decree on the training and development of public servants and those on the management and the granting of scholarships on a competitive and merit;

• The launch of the process of validation of professional experience (VAEP);

• The launch of the Human Resources departments of the restructuring process and Archives Management Units;

• The finalization in collaboration with the ANH of a document management manual and a national policy of public archives management;

• The finalization of a draft decree for the establishment of an Inter-Ministerial Steering Board of the Decentralization CIPD (not yet adopted by the Council of Ministers) ;

• The finalization of a revitalization plan and creation of Studies and Programming Units (UEP's);

• The finalization of a draft national policy on government procurement;

• The organization of mandatory orientation sessions for new staff;

• The proposal of a new salary scale developed in collaboration with the MEF etc...
