This failure originates from the disagreement between the Executive and the Senate, which determines its signature to the publication of the list of the 10 judges of the Superior Court of Auditors and Administrative Disputes (CSC / CA).

Despite two working sessions between President Martelly and Desras Simon Dieuseul,President of the Senate, the disagreement persists. The Executive support that some Councillors do not meet the legal limits, including doubting the authenticity of their license, what strongly denies Senator Desras.

According to our information, it seems that the Head of State has proposed the publication of a partial list (8 of 10 names) pending the results of an cons verification on judges in litigation, what the President of the Upper House, with a strong majority of 11 senators refused categorically.

Consequently, Cardinal Chibly Langlois declared, before representatives of the Parties and Politics in the absence of representatives of the Executive, and Legislative "Mediation wants to announce to the public and the press in particular the signature, set for this Friday, of the agreement that was reached between the Executive, Parliament and political parties in the context of inter-Haitian dialogue is postponed to Saturday at 1:00 p.m."

Note that Fanmi Lavalas, Fusion of Social Democrats and "Kontra pèp la" confirmed that they will not sign this agreement with the Executive.
