Since the launch on January 9, 2023 of the Biden-Harris administration's 2-year Conditional Stay Humanitarian Program ("Humanitarian Parole") https://www.haitilibre.com/en/news-38566-haiti-flash-new-us-entry-program-for-haitian-migrants-conditions-and-steps-to-follow.html , the United States received more than 1, 5 million requests from people hoping to sponsor the entry of migrants from one of the four beneficiary countries: Cuba, Haiti, Nicaragua and Venezuela.

According to the Citizenship and Immigration Services of the United States (USCIS), an agency of the Department of Homeland Security (DHS), Haitians are at the top of the applicants more than 580,000 files are awaiting processing (5.06% population of Haiti), followed by Cubans (over 380,000), Venezuelans (over 120,000) and Nicaraguans (over 20,000). More than 100,000 migrants from these 4 countries have already arrived under this sponsorship program.

The massive increase in requests created a very significant delay and considerable pressure on USCIS agents who can only approve 30,000 requests per month and who had to set up a lottery system to process half of the requests monthly, while the other half will be processed on a first-come, first-served https://www.haitilibre.com/en/news-39570-haiti-flash-the-usa-modifies-the-temporary-stay-program.html

At the end of April, USCIS was receiving an average of nearly 12,000 requests per day from people seeking to sponsor a migrant from one of the 4 beneficiary countries.

Internal DHS documents indicate that the hundreds of thousands of pending cases are causing significant wait times for applicants and if the monthly quota of 30,000 migrants is not raised, the effectiveness of the program could decrease and migrants bored of waiting could try their luck to enter the USA otherwise either illegally or simply by presenting themselves at the border and seeing if they can be admitted... Note that senior American officials have not indicated that they will increase the monthly quota of 30,000 admissions or even that they were planning to do so…

Note that the "Uniting for Ukraine" program to allow Americans to sponsor Ukrainians fleeing the Russian invasion launched in April 2022 has no quota or limit. By early May 2023, 127,000 Ukrainians had already benefited from this program.
