In the case between the Haitian State and Société Générale d'Energie S.A. (SOGENER), the persons invited by the acting Commissioner of the Government of Port-au-Prince Me Jacques Lafontant, to present on Wednesday, November 27, 2019 to 10:00 am : former ministers Frantz Vérella and Daniel Dorsainvil, Serge Raphaël former director of EDH, Élizabeth Débrosse Préval, shareholder in SOGENER and Jean Marie Vorbe, Dimitri Vorbe, Réginald Vorbe Fils and lawyer Roger Lefèvre members of board of directors of SOGENER, for the second time did not show up...

Following the absence of the persons invited for the second time, the acting Commissioner of the Government issued a warrant against all concerned and instructed the Central Directorate of the Judicial Police (CSPJ) to seek these people and to present them at the Parquet.
For Me Camille Leblanc, the lawyer of the former minister Verellale "[...] the Commissioner of Government abuses. He let himself be dragged into acts of flagrant violation of the law [...] I think that any Government besides the one who commanded [...] would have separated from him [...] "
Wednesday morning on a radio of the capital, the acting Commissioner of the Government, Jacques Lafontant rejected the allegation that it is instrumentalized by President Moïse in this case, saying "the President has never spoken to me even a times from the Sogener case. The Minister of Justice no longer. There have never been any particular instructions in this case [...]"
