Haiti - FLASH : The Security Council approves the intervention of a multinational force in Haiti
Monday October 2nd, 2023, the UN Security Council voted for resolution 2699 (13 votes in favor and 2 abstentions, China and Russia) which authorizes the sending to Haiti of a multinational force led by Kenya that the Prime Minister a.i. Ariel Henry and UN Secretary General Antonio Guterres have been calling for almost a year. A Mission which aims to end the violence in Haiti and pave the way for the holding of elections.

The mission is also responsible for providing support to the Haitian National Police to ensure the security of critical infrastructure and transit locations such as the airport, ports, schools, hospitals and main intersection points. .

This resolution passed under chapter 7 means that the mission will be able, "to prevent loss of life", to use force in a "temporary and proportionate manner and on an exceptional basis..."

The resolution does not specify the composition of the mission, noting that the deployment schedule and the number of personnel will be developed by future participants with the Haitian government. According to a statement from Dominican President Louis Abinader, according to the information he has, the deployment of the first elements of this mission will begin at the beginning of November

This "multinational security support mission", non-UN, is created for "an initial period of 12 months", with a re-evaluation after 9 months.

Vasily Nebencia, Russia's Ambassador to the UN who abstained with China but did not veto it, explained that for now he had no objection in principle "against the mission".

However, in his speech he declared "[...] it must be understood that sending armed forces to another country, even at the request of that country, is an extreme measure which must be carefully analyzed" he indicated having requested more details on the operations, the modalities of employment of the forces under Chapter 7 and the withdrawal strategy, but that he had not obtained a response.

For his part, Chinese Ambassador to the UN Zhang Jun reiterated that China has always remained cautious about authorizing the use of force in sovereign nations "[...] China deeply regrets the tragic situation in Haiti. We appreciate Kenya's willingness to help and improve the situation in Haiti. We have worked in consultations with other Council members to facilitate the deployment of the force at the multinational level. They focused on the use of Chapter 7, the use of force, faithful to the principle of sovereignty and non-interference in internal affairs [...]"

Additionally, he repeatedly emphasized that "abuses" have occurred with the implementation of Chapter 7, which authorizes the use of force, but that due to the situation in Haiti and calls from others country, China has a "constructive position" regarding this resolution.
